Do I Need A Bug Screen On The Second Floor

Smaller screen panels make better sense than floor to ceiling screen panels.
Do i need a bug screen on the second floor. Bed bugs travel only by hitchhiking on clothes or other fabric. What are some solutio. I never see a mosquito not ever though we are close to a few water sources and there are tons of the miserable things on lower floors.
